As previously reported in #7034, from Android 17 onwards, there is a notification persistently appearing notification for "Local network access required".

There are two problems here:
1. The notification is not actionable, if I press on it simply opens Home Assistant on a dashboard and the notification persists.
2. I do not need local network access for my home assistant, it works perfectly fine without the permission, I want to permanently disable this constantly appearing annoying notification.
