Local network accesss required notification is not actionable and cannot be permanently dismissed

As previously reported in #7034, from Android 17 onwards, there is a notification persistently appearing notification for "Local network access required".

There are two problems here:
1. The notification is not actionable, if I press on it simply opens Home Assistant on a dashboard and the notification persists.
2. I do not need local network access for my home assistant, it works perfectly fine without the permission, I want to permanently disable this constantly appearing annoying notification.

Start by reproducing the persistent “Local network access required” notification on Android 17 using the Pixel 9 Pro and review the related report in issue #7034. Check how tapping the notification behaves and whether the permission can be declined permanently; done means the notification opens an appropriate action and can be dismissed or disabled when local network access is unnecessary.
