**Description of problem, include YAML if issue is related to notifications:**

I have a ZBT-2 and a bunch of Ikea Matter devices already successfully connected and working (Bilresa, Kajpat, Alpstuga) on 2025-01-23.

Since 2026-01-24 (probably irrelevant), i am trying to pair a number of new Ikea Matter/Thread devices (Bilresa, Timmerflotte, Myggspray).

The HA app on a Galaxy S24 is stuck in "Searching for Device" for eternity. Never discovers any of the new devices. Tried a total of 5 to make sure it wasnt a dud.
Also tried with a Pixel 8 Pro, same behavior.

Nothing changed, all permissions granted. Seems like the bluetooth device discovery fails in the HA app.

For comparison, i went into Samsung SmartThings app, and all devices show up when scanning for nearby devices. Can't add them there to anything though.
