**Description of problem, include YAML if issue is related to notifications:**
watch app no longer rec data via bluetooth connection, only send UNLESS on wifi(then i can do both)
behavior: send telemetry happily all the time but can't control anything unless wifi is active on watch (doesn't help off intranet)
can only connect watch app when wifi is on

this might be a repeat of 5233 and 3790, if there is truly no way for this to work reliably anymore maybe remove the features
or possibly suggest a work around (web hooks, change requirements ect)
