Matter/Thread cannot pair in companion app with HA as Border Router: Your device requires a Thread Border Router

**Description of problem, include YAML if issue is related to notifications:**
Apparently, during the pairing process, the phone may not have the Thread Credentials that are needed for pairing. The pairing process errors out with an EXTREMELY unhelpful: “Your device requires a Thread border router”, while the Home Assistant IS the Thread Border Router.

Suggested Fixes:
Fix A) Make it so that the credentials are synced whenever someone tries to pair Matter/Thread automatically?
Fix B) Don’t display “Your device requires a Thread Border Router” when OTBR is configured/preferred?
