Sure the file is in the same directory.
Can somebody tell why it is not working?

Reproduce the notebook's pd.read_csv('nesarc.csv') call in Carnets and inspect the working directory and file location described by the traceback. The report names no repository file or test; done means determining why the CSV is not found in Carnets and documenting or correcting that behavior with a reproducible check.
