PID file is present in Apache tar file

Because the file is present, the start script sees it, says "Apache is running" and doesn't restart it. Similarly, because the PID is wrong, restart says it isn't running. The long-term solution is to create a new Apache tar file with the PID file absent. At present it is deleted by the "app_create" fabfile task.
