Confirm User Email

## Goals
Users can verify their email and are only marked as activated when they confirm their email.

- [x] After user creates account using email+password send show confirm password modal
- [x] Send email link to user for them to confirm their email
- [ ] Allow them to resend confirmation email after 60 sec
- [ ] On user settings display "verify email" section when the identity is not verified
- [ ] Display banner at the top of the page when user email isn't verified with button to send "confirm email" email
