Windows 11 Pro 25H2 build 26200.8655-Moves item to the top even with option disabled in preferences->History

**Describe the bug**
On Windows 11 Pro 25H2 build 26200.8655 even with File->Preferences->History->Move item to the top unchecked the pasted item is moved to the top

**To Reproduce**
Open copy, select an item, press enter to paste to current window

**Expected behavior**
Pressing enter to paste item to current window leaves the item in its current position.

This is happening in most of the cases but i can't reproduse it on every paste
