The data files should go to a different directory than settings

Settings and data files should go in different settings. See https://github.com/hluk/CopyQ/pull/2237
This would allow using a hardlink on a directory (on Win) and people that use dropbox etc to have copyq setup synced would work.

Use different directories, right now one is being used

**Additional context**
Just opening the issue for you (as I understand you agree this would be beneficial) so I can keep it tracked whenever there are updates .
