Keyboard shortcuts: Ctrl+# maps to wrong combination with UK layout

With English (UK) keyboard layout on Windows, # is detected correctly when assigning a shortcut but when pressing Ctrl+# it is instead detected as Ctrl+\. Both \ and Ctrl+\ are detected correctly themselves

Steps to reproduce the behavior:
1. Go to 'Commands/Global Shortcuts' or Preferences > Shortcuts
2. Click on 'Show main window under mouse cursor'
3. Press Ctrl+#
4. See Ctrl+\ instead
