Can't Run CopyQ.exe, get code 216

Description
Running W7 32 bit.
I installed CopyQ v4.10. At the end of the install, it tried to auto launch and failed, I got "CreateProcess failed; code 216."
I tried rebooting, no luck. Then I tried uninstalling and reinstalling, finally I tried installing v 4.0.
Always the same code 216 message.
