How to reorder toolbar buttons that are not actions?

is it possible to move toolbar buttons that aren't Actions ?
With actions I can reoder them in the actions window.
But things like "Move to Top/bottom" and "Edit" have their own fixed place.
I have many action buttons before such buttons and often those appear hidden so that I need to extend the toolbar and move the mouse carefully as to not unhide again from unfocus to press them.
I would like for them to appear visible earlier in the bar.
