Allow removing and reordering items from toolbar

Is there any way to remove or reorder items in the toolbar?

If not, could this be implemented?

For example, I never use Notes, so I would like to remove the `Edit Notes` button. I also rarely use Actions on individual items, so I'm fine just accessing that from the main menu.

Also, I have added some commands that do not have global shortcuts, but that I do not want displayed in the toolbar.

Finally, I have added some commands that I use less frequently than some of the built-in commands, so I would like to move them to the bottom/end of the toolbar.
