Publish best practices and API upgrade guides for Exchanges

Exchanges have a specific set of requirements with limited to no access to externally hosted binaries, including the TSV files or Hiro Archives. Let's please empathize with these persona in mind and publish a how-to guide for them to upgrade to major/minor/patch versions of API releases.
