Handle expired pre-orders

I have pre-ordered a name but forgot to register it on time (time-to-live = 144 blocks)

The UI now does not allow me to pre-order a name.

Furthermore, it would be nice to have an indicator for the expiry time.

Start in the pre-order UI and trace how the 144-block time-to-live is handled after a name is pre-ordered. Verify the behavior for an expired pre-order, the ability to pre-order again, and where the expiry-time indicator should appear. The issue names no files or tests, so identify the relevant entry points and add coverage where the existing behavior is tested.
