prometheus stack (remove from `solo-cluster-setup` chart - add through solo)

remove from `solo-cluster-setup` chart in `solo-charts` and instead provide ability to add as a standalone chart in the cluster from Solo via a flag. And, once enabled ensure that metrics and logs are being collected and the dashboard is enabled and integrated.

determine which components (consensus node, mirror node?, hedera explorer?, json rpc relay?, haproxy?, envoyproxy?) are eligible for integration and run by the team to determine if everything is accounted for.
