Document the qualifications or pre-requisites to qualify as triage/committer/maintainer

We are looking for new team members: triage, committer, maintainer.

So far in this document we detail just **responsibilities** and **permission** descriptions.

but we do not document qualifications, which may be important so the team can agree when a candidate is ready to take the next step.

We need someone to document the qualification section for triage/committer/maintainers

Open docs/team.md and review the existing responsibilities and permission descriptions for triage, committer, and maintainer roles. Add a qualifications or prerequisites section for each role, with criteria that help the team determine when a candidate is ready for the next step. Done means all three roles have documented qualifications alongside their existing descriptions.
