Update Team References in Workflows

Some GitHub workflows still reference used the following team names:

`hiero-sdk-python-maintainers`
`hiero-sdk-python-committers`

Update these references to use the `hiero-sdk-maintainers` and `hiero-sdk-committers` names and verify that the workflows continue to work as expected.

Read governance issue 642, then inspect the four listed files: .coderabbit.yaml, the bot-p0-issues-notify-team.js script, and the two workflow files. Replace the outdated team names with the specified names and verify that the workflows continue to work as expected.
