Add State Validation Metrics to Data Dashboard

After the state validation has run on a node's state.
Important metrics need to be collected and shown on a grafana dashboard

### Solution

Figure out what metrics are to be shown on the grafana dashboard.
Figure out what where the data will be stored (probably prometheus)
in what format.
