Leftover consensus tasks

While working on #5287, some tasks were identified to be done but are not critical.
- [ ] Mark stale events out of the `insertedEvents` queue
- [ ] Test coin rounds
- [ ] check if `stronglySeeP` returns the previous round results in case the queried event is a witness
- [ ] move `ConsensusImpl` to subpackage
- [ ] Fix rounds expired calculation
- [ ] consider using duration for `MIN_TRANS_TIMESTAMP_INCR_NANOS`
- [ ] make `ThreadSafeConsensusInfo` an independent instance, make the updates atomic
- [ ] A test sequence should check that at least one round reaches consensus
- [ ] create preliminary consensus timestamp, then set all consensus data at once
- [ ] use init judges when recalculating
- [ ] get rid of event flags used only by the UI
- [ ] Add a test for rounds greater than `MAX_INTEGER`
