Platform: Ensure we have complete backups of all third-party maven dependencies

**Description:**

We need to ensure that we have backups of all third-party maven dependencies (and their dependency chains) and the repository structure for all current and future SDK releases. Additionally, it would be ideal to also retain copies of the maven repositories for all versions of third-party dependencies if possible.

We also need to ensure we also have backups of all required OpenJDK & Maven releases.

We need to have a plan in place on how we would use the backups in the event that Maven Central or other hosted repositories should go offline temporarily or permanently.
