Integrate TestLens into HCN

## Description

Integrate [TestLens](https://testlens.app/) bot into HCN to assist in identifying issues with gradle tests and reporting flaky tests directly in PRs.

## Requirements

- [x] Need to get the TestLens bot added to hiero consensus node (work with @hendrikebbers)
- [x] Created discussion for [app integration](https://github.com/orgs/hiero-ledger/discussions/132)
- [x] Get app approved
- [x] Install app in organization
- [x] Need to add the Setup TestLens parameter to initialize-github-job in MATS and XTS workflows.
- [ ] Work with @jjohannes to understand how TestLens will be integrated both as an app and within our workflows
- [ ] Develop Documentation for how to use TestLens in HCN PRs
