Implement a DRAFT HIP + ADR for the Fusaka Upgrade

We want analyze what is the related Impact of upgrading Hedera to Fusaka.

For this we need the following:

- Study the Fusaka EIP https://eips.ethereum.org/EIPS/eip-7607 and its related IPS
- Draft a HIP within Notion and 2xchek with @Ferparishuertas
- Once HIP is ready with previous check, share within the Team
- Once HIP is ready, build Tech Design Document: Feature management * ADR
- (1) Define a Feature Design /Management document

--with an overall strategy of slicing the Feature in deliverables per Sprint
-- A global test plan and per relevant feature
-- A rough Estimacion in Tshirt Sizes, that splits the Feature In sprints, using 2 resources ( 4 points per sprint)
-- Indentify risks, dependencies aside the Ones mentioned in the HIP
-- Link the ADR withhin
- (2)draft an ADR, fleshing out a global context, needed changes, and if any major decision needs to be taken, give options
- 2xcheck the ADR and Feature Management wirh @Ferparishuertas once ready
- Once 2xcheck done share with the team

DOD
- Slice this Feauture in 2 subs tasks, HIP, and Design/ DR
- Validate HIP first
- 2-3 documents validated with @Ferparishuertas
- 2-3 documents agreed and approved by the team
