Simple Fees - HAPI tests for Token Service - Token Operations - Mint, Burn, Pause, Unpause

Implement HAPI tests suite validating Simple Fees behaviour for Token Service - Token Operations transactions under HIP-1261. The suite should cover positive, negative and corner cases, exercising different key shapes, signature patterns and extras (e.g. additional signatures, keys, etc.) to confirm that fee calculation, charging in USD and error handling follow the new Simple Fees logic and requirements.
