CLPR: Ship Of Theseus End To End Test

The goal with this test is that two ledgers with 4 nodes each comes up and they can maintain the interledger behavior of grabbing each other's configuration periodically through DAB transactions and restarts which cause both ledgers to eventually rotate out and replace every node with a new node.
