CLPR: Malicious Node Testing (POC)

This issue is closeable after end-to-end tests have been created for all the possible malicious node scenarios and an epic is created to mitigate the scenarios. The failures do not need to be mitigated to close this issue, just that the test scenarios have been identified and implemented, and that there is a plan for mitigation of all findings.

Malicious Node Scenarios: (This list needs to be expanded)

- [ ] CLPR Endpoint fails to perform outbound connection like it is supposed to.
- [ ] CLPR Endpoint disobeys throttled message sending in various ways.
- [ ] CLPR Endpoint connects to multiple remote endpoints and floods with duplicates.
- [ ] CLPR Endpoint returns false state proofs

This issue needs to be broken down into sub-issues.
