CLPR: Two Ledgers Grabbing Configuration From Each Other (Basic)

Acceptance Criteria For This Issue

At the end of this issue there should be a way to run unit tests that spin up two different ledgers, register each other as remote ledgers to connect to through CLPR and verify they start exchanging messages over gRPC.

This is not meant to be final functionality or code, but a skeleton of behavior we can start grafting the meat onto.

This issue should be broken up into sub-issues.
