Update the consensus system architecture document to discuss future event buffer

We've been discussing the idea of a "Future Event Buffer". Specifically, the claim is that we should never have a child event with a birth round OLDER than the parent event. It should strictly have birth rounds that are >= the parent event. We need to update the document to include support for how this will happen.
