TSS-Roster: implementation epic

This epic is being incrementally refactored to correspond to the updated TSS-Roster proposal. The process for refactoring will be as follows:
1. A horizontal line divides the new epic description from the old epic description with the new above the line
1. Completed work will remain in the old epic description.
1. Completely new tickets for new work or changes to existing work will added to the new epic description.
1. Open tickets in the old epic will migrate to the new epic in one of two ways:
1. Moving the open ticket from old epic to new epic with updated description.
1. Creating one or more new tickets and closing the old tickets if a different organization of the work is required.
1. The tickets in the new epic will need to be re-pointed.
1. If a ticket in the old epic is closed due to refactor, its points will be zeroed out.
