Decide on a strategy for setting rate limited log periods

- There are many locations were we define the period of rate limited logs directly in the file where those logs are being used
- This isn't *necessarily* wrong, but we should consider alternative strategies
- originally brought up by @edward-swirldslabs [here](https://github.com/hashgraph/hedera-services/pull/10235#discussion_r1414501890)

Review the locations where rate-limited log periods are defined and read the discussion in pull request #10235, especially the linked review comment. Compare possible strategies and document an agreed approach for setting these periods; the issue is complete when the strategy and its scope are decided.
