Heroku SSO - Removing SSL configuration

### Tell us about what you're trying to solve. What challenges are you facing?

While configuring SSO in Heroku at enterprise account level or teams level, we can see once we configured the SSO , we are unable to delete or remove the SSO config. we may be performing various tests, we should have option to delete our own SSO config. At the moment no access , even to Admin users no access to remove the SSO config. However, we can just use Enable / Disable SSO option but can not delete the existing SSO config.

1) Give Admin users at least the access to remove our own SSO config, rather than depending on Heroku Product team support team.
2) Just add option to remove/delete existing SSO config.
