### Tell us about what you're trying to solve. What challenges are you facing?

Without SSO, user management on Heroku is manual and requires someone to log in to create, update or delete user identities based on personnel changes. We are considering an open standard for Heroku user provisioning and management using the System for Cross-Domain Identity Management (SCIM). Using SCIM, you can edit and manage user properties using REST API operations, thereby reducing mistakes and data inconsistencies between identity ecosystems.
