Managing App Permissions with User Groups

**Motivation**
Heroku app permissions are applicable to individual users only. Customers are required to manage app permissions per user for members of their Enterprise team and any outside collaborators. There is no way to uniformly set permissions for a particular group of users based on the specific roles within their organization.

**Details**
We are exploring user groups (separate from Enterprise teams) to apply to app permissions vs. individually. The Github equivalent would be something like[ teams used for repo access](https://docs.github.com/en/enterprise-cloud@latest/organizations/managing-user-access-to-your-organizations-repositories/managing-team-access-to-an-organization-repository). The purpose is to enable Enterprise customers that manage many Heroku apps or users to apply group-level access for app permissions.
