[BUG]: upload page improvement

### What happened?

## Define

1. This upload page is in vertical direction making little uncomfortable in filling the form .
Most of the form sections are in horizontal which makes easy form submission as we can see all the sections without scrolling the window and that looks cools too.

- I will change this vertical form into horizontal form and it will be responsive


assign me this issue under gssoc'24 and add level too
