Feat:Add requested note feature

### Describe the feature

We can make the notes requested by a user public for everyone so other users can provide notes to them.
User can request their notes but there is no option for other users to see them. We can make a section named "requested user" so other users can provide notes to the user.
In the screenshot, we can make another section named "Requested note"
