Highlighted hotspot z-index preventing hex click

The yellow highlighted hotspot is blocking the ability to click hexes underneath.
To click on a hex under a yellow hotspot, you need to scroll away, click on a different hex, scroll back and click on the one you wanted.


Start by reproducing the highlighted-hotspot state described in the issue and inspect the frontend interaction around the yellow hotspot and underlying hexes. Done means a hex beneath a highlighted hotspot can be clicked directly, without scrolling away or selecting another hex first.
