Description
Copy bypass optimization allows some copies to never ever happen at all, but then the textures created for them just stay there wasting VRAM. Delaying the creation would solve this.

Research direction
Start by tracing the copy bypass optimization and framebuffer texture creation paths mentioned in the issue. Confirm how skipped copies currently allocate textures, then verify that unused copies no longer consume VRAM while copies that are actually used still create and function correctly.
