While editing user's name the system doesn't allow the operation because the number is already registered with the old name

Describe the bug
i wanted to change the name of the user and i was not able to that because the system used to give an alert on the phone number
i wanted to change the name associated with that phone number but the system didn't allow it

To Reproduce
Steps to reproduce the behavior:

Go to 'user displayed profile'
Click on 'profile'
edit name
See error
Expected behavior
the name associated with the preexisting number shall be changed immediately.

Start by reproducing the issue through the user displayed profile and profile editing flow in Chrome on Windows, using a user whose phone number is already registered. Trace the name-editing flow to identify where the existing phone number triggers the alert. Done means the user's name can be changed without incorrectly rejecting the preexisting number.
