The minimum order limit for orders is not implemented

To Reproduce
Steps to reproduce the behavior:

Go to 'vendors>>add restaurants'
Click on 'registration'
go to customer site and order from the same store and youll be able to order items lesser than the limit
See error
Expected behavior
minimum order limit must be implemented

Start by reproducing the order flow described: configure a restaurant through the vendor registration path, then place an order below its minimum on the customer site. Trace where the minimum-order setting and order validation are handled. Done means orders below the configured minimum are rejected and valid orders continue to work.
