Drag-and-drop target area too narrow in list view, difficult to move issues to empty status blocks

I've observed a usability issue when dragging and dropping issues between different status blocks in the Issue Tracker in List view. While the functionality to move issues between statuses works, the effective drag-and-drop target area within the UI appears to be very narrow. This is particularly problematic when attempting to move an issue into an empty status block.
