Planning Action Items end up setting the status to Under Review

Upon creating a task, and setting it as To-do, and assigning it to somebody, an action item is created which is expected.

However, upon dragging the action item to the time planner, it will automatically set the status to Under Review instead of In Progress.

After which, marking the action item as done will not add it to the time-tracked in issue, nor will it set the issue as Done.
