### Description of the issue

Can't assign a Person to an Issue from the Issue Page, but when creating a new Issue from the Modal I can see the person's name and assign from there

### Your environment

* Version of Huly: Huly Desktop 0.6.388
* Browser (and version): Huly macOS Application
* Your operating system (and version) macOS Sequoia 15.2

### Steps to reproduce

1. Create new issue
2. Click into the issue
3. Try to assign a user (Person)

### Expected behaviour

Should show all members in the project (Like the one in create new issue modal)

### Actual behaviour

Only current user is shown.
