Uninstalling a Github app and resinstalling it caused issues

### Description of the issue

We had Github app installed on Huly and linked to the company's Github account.
We created projects on Huly and linked them to repositories. All the issues were ported to Huly as part of relevant projects.
An employee (with user role only) was able to uninstall the Github app and with it the linking to the company's Github account.

- The first issue is how any employee with no admin or owner rola was able to easily uninstall the Github app on Huly.
- The second issue is when we tried to re-install the Github app in the integrations and link each repository to an already created Huly project, we no longer can see some projects in the list of Projects to be linked to a repository.

### Your environment

- We tried this on Huly desktop app and web app (Chrome Version 131.0.6778.86).
- My OS is MacOS Ventura Version 13.7 (22H123).
