[Feature Request] Email Intake (Create and respond to issues via email)

### Description of the issue

It would be nice if huly had support for monitoring an email account / folder and create tickets for each e-mail coming in.

And it would be great if any comments on the ticket would be sent out as responses to the e-mail.

This should be possible via SMTP/IMAP.

The issue names no files, tests, or entry points. Start by locating the existing issue creation, comment notification, and email integration boundaries, then define the SMTP/IMAP flow and its completion criteria before implementation.
