Hasura V3 Alpha

## Feature Description
Next major version change of the Hasura platform. This issue refers to the beta launch of V3 with a new declarative metadata authoring experience. For more info on the features planned please see - https://github.com/hasura/graphql-engine/milestone/42

## Current status (design, alpha, beta etc.)
Work on Beta is under progress and is scheduled for July 2023. We will open a private beta program before that for select users. Beta will have limited support of V2 functionality such as mutations, all types of queries, relationships, permissions and authentication. Other features such as remote schemas and event triggers will be part of the GA milestone later in the year.
