Community Led Integrations

## Feature Description
Re-use community generated business logic (like actions or metadata macros) as modules/snippets. Could also include hooking in CI/CD of other components that Hasura will depend on really easily.

## User value / outcome
Providing Hasura users stackable packages for composing applications with a distribution/sharing mechanism like Dockerhub/buildpacks/gems/npm. Provide a way for contributors to share their pre-built metadata configurations. Idea includes allowing users to sell functions and operators and deliver via Hasura's platform. Eg Encryption function and masking function.

## Current status (design, alpha, beta etc.)
Currently in discovery. Scheduled to be released in stages starting from July-August 2023 timeframe.
