Code First Declarative Experience

## Feature Description
Ability to configure, maintain and manage Hasura metadata from within VSCode or a text editor of your choice. This would also include new code editing and authoring experience on the cloud console.

## User value / outcome
Users will be able to interact with Hasura in a code-first way which is not currently possible in V2. Even though there is CLI support in V2, the metadata cannot be edited decoratively and independently of a running server. In V3, we will provide users easy onboarding via the CLI and the ability to use a text editor of their choice to easily build Hasura metadata with some type-ahead style awesomeness. For power users, habitual of developing in other web frameworks in a similar code-first way, will now be able to rapidly develop in code with V3.

## Current status (design, alpha, beta etc.)
One of the main properties of the new V3 system. Currently under development and will be available as early as the Beta release of V3 in June 2023. Some of the main milestones in providing code-first DX are as follows:

- New commands and capabilities on the CLI
- New IDE experience on the console
- New SDK. First in Typescript followed by other languages. Please comment to upvote a language of your choice.
- VSCode Plugins for type-ahead followed by other text editors
