Hasura pro: operations added to allow list cannot be re-added after removal

### What is the expected behaviour?

The monitoring tab has a "allow lists" page, where a list of past operations is shown and they can be added to the allow lists.
If a list a query is added, then removed, it does not show up to be added again. I am unsure what mechanism is used to keep track of which operations have been added to the allow list before. If the operation is executed again, it still does not show up to be added.

Users should be able to freely add and remove operations to the allow list.
