Unable to disable "community notification" popup

### What is the expected behaviour?

I should be able to disable the "community notifications" popup on the web interface.

### What is the current behaviour?

There is no environment variable to disable the "community notifications" popup on the web interface.

Also, even though it's January 31st, I get notifications from January 27th.

### How to reproduce the issue?

1. Deploy Hasura 2.1.1 with enabled Console
2. Notice the red notification bell in the top right
3. Unable to disable this notification
