Ability to use [Heroku database URL sync](https://hasura.io/docs/latest/graphql/cloud/projects/heroku-url-sync.html) with non free tier heroku plan.

### What is the current behaviour?

Currently I can either:

1. Setup database connection with heroku trial database from console.
2. Opt-out from Heroku database URL sync.

### Any possible solutions?

Ability to choose heroku database from hasura console (similar to how one can choose github repo). Or maybe an additional env veriable to specify which heroku project to sync URL with.
